LANCASTER—The Northern Neck Chapter of the Military Officers Association of America (NNMOAA) will present its annual Memorial Day Commemoration May 25 at Historic Christ Church, 420 Christ Church Road, Weems. The ceremony will begin with patriotic music at 11 a.m., a formal observance will follow at 11:30 a.m.
According to program coordinator, retired U.S. Army Major Edgar Doleman, the keynote speaker will be retired U.S. Army Lt. Col. Dr. Jeffrey W. Hayman, who has an extensive background in military aviation, cybersecurity, authorship and public service.
He has a doctor of science in cyber security from Capitol Technology University, Md., a master’s in aeronautical science from Embry Riddle Aeronautical University and a bachelor’s in sociology from Western Maryland College. He is a Certified Information Systems Security Professional and former U.S. Army Master Aviator.
While in the Army as a helicopter pilot, Dr. Hayman served in a variety of aviation and cybersecurity leadership roles, including commander of Gray Army Airfield, Fort Lewis, Wash.; and chief of the network for the Joint Forces Staff College in Norfolk. Other duty stations included Fort Campbell, Ky., and he worked with the Army Space Command and the National Defense University.

Dr. Hayman has been performing professional cybersecurity work for over 20 years. After retirement from the Army, he taught cybersecurity curricula in the U.S., and in Germany he trained members of the U.S. Air Force. He discovered a significant personally identifiable information exploitation vulnerability in a U.S. Army database. Most recently, he has served as a private cybersecurity consultant and adjunct faculty member for numerous colleges, training academies and corporations, including the University of Maryland Global Campus. He is the founder of Cyber Overwatch Inc, a consultancy specializing in cyber certification and business efficiency.
After retirement, his aviation and cyber expertise led Dr. Hayman to look for the army CH-47B Chinook helicopter “Warrior 143,” missing since 1971 in Vietnam, and to serve as a military advisor to both Paramount and New Dominion Pictures. He is recipient of the Bronze Award from the Army Aviation Association of America and he recently presented his “Warrior 143” experience to the Virginia Aeronautical Historical Society, at the Pilot House Restaurant in Topping.
His debut novel The WALL, a financial thriller, hit #1 in Amazon new releases in six categories in 2024-25, and he has now revised and reissued it as the anchor to the three book “America’s New Path” series.
In 2020, Dr. Hayman was appointed chief information officer at Rappahannock Community College, where he oversees the school’s IT team. He lives in Sunnybank with his wife, Jeane, and their two dogs, Rustle and Auggie. He has been known to lead the Reedville 4th of July parade as a veteran.
